This is an extremely well carved Thai Buddha from the 19th or early 20th century. It is carved from bone or from the ivory of some non-elephant animal. It is done in a Chiang Sien style, and is masterfully carved. It is the only one of it's type I have ever seen. Occasionally I have seen Rattana or Ayuthaya ivory Buddhas, but never one of this style. It has been cleaned at some point, and has minor (and expectable) age cracks. The only damage or loss is to the finial, which was broken in modern times. The low opening price reflects this. It is mounted on a wooden base: I am unsure whether it is original to the piece. The Buddha not including the base is 2 and 1/8 inches high.
